District 99, or D99, is one of the biggest English-language servers in the North American FiveM listing and one of the least documented. It runs on vRP, it carries 2,048 slots, and on 14 July 2026 the tracker GTA BOOM logged a peak of 836 players and a daily average of 804, with seven-day growth flat at -0.7%. A live snapshot the same day showed 761 players in the world. Those are real numbers on a real crowd. What is harder to find is everything a directory normally tells you: no official website, no named owner, no published founding date, no stated age policy, and no streamer whose connection to the server survives checking. What D99 has instead is a Discord of roughly 64,800 members and a server that is honest, in its file list if not in its marketing, about what it actually is.
/ Getting in
Open. The server's own info.json reports sv_appearAllowlisted=false and sv_enforceSteamAuth=false, ships no whitelist or allowlist resource, and loads register, character-creator, new_spawn and tutorial behind a queue in front of those 2,048 slots. Connect at cfx.re/join/5dg4mr, wait your turn, build a character, spawn. You will read elsewhere, including on GTA BOOM, that Discord verification is required. That claim is contradicted by the server's own files and by a first-hand April 2026 write-up from a player who connected and reached character creation with no application and no gate. Treat the route as open.

D99 is not a civilian-life server wearing a crime skin. Its loaded resources include org_system, organization_war, warsystem, combatsystem and safezone, and the world is custom rather than stock Los Santos: maps-District99, kingdommap, carros-district99 and roupas-district99 all run. A legal and emergency layer sits alongside the crime loop, with mdt, dispatch and doors loaded, and GTA BOOM reports police, fire, mechanic and doctor roles plus court proceedings. If you want to run a bakery and file taxes, this is the wrong address. If you want organised gang-versus-police conflict with structure around it, that is the pitch.
/ The rulebook you cannot check
GTA BOOM summarises a rulebook that sounds unusually structured: three tiers of action (small-scale of 2 to 4 criminals limited to pistols, medium-scale of 4 to 8, large-scale of 10 to 20 requiring four hours of advance scheduling and mandatory negotiation), a North/South map split where the South permits only pistols such as the Five-Seven, Glock and M1911, gang invasions with 24-hour notice and court proceedings, and ransoms reaching $600,000. It also lists client requirements, with Windows Defender mandatory and ReviOS prohibited. All of it traces to the server's Discord as summarised by one tracker, and none of it was confirmed at source. Read it as the server's own account, not as fact.
/ The paper trail
The name currently ends in "LAUNCHED NOW 14-JUL". It read 21-APR in April, with 06-MAY and 16-MAY in between. It is a rotating marketing label, not a launch date, and no founding date is published anywhere. Two things can be dated honestly: the Discord guild was created on 28 October 2025, and GTA BOOM first saw the server on 14 April 2026. Neither is a founding date. The Discord is real and large, at roughly 64,800 members, about 15,300 online, and boost tier 3. A Tebex store exists at store.district99.gg, but it refused every attempt to load, so prices are unverified.
/ One honest caveat
The server bills itself as US/EUA. EUA is the Portuguese abbreviation for the United States, and the resource names follow suit: roupas means clothes, carros means cars. The locale is en-US and the roleplay is English, but the operators are most likely Portuguese-speaking, and not one of them is named anywhere. No owner, no staff list, no age policy, no website. For a server carrying 800 players on a good night, that is a lot of nobody to appeal to when something goes wrong. Judge it on the evening you spend there, because there is little else to judge it on.
