Liberty 99, usually shortened to L99, is a large open-access roleplay server on the Cfx.re list, running the vRP framework on a 2,048-slot box. It is genuinely open. The server's own configuration reports sv_appearAllowlisted=false and sv_enforceSteamAuth=false, it ships register, character-creator and tutorial resources, and a first-hand player account describes simply joining and making a character. No application, no interview, no waiting list. What you find inside is less a serious-RP city than a territory sandbox: the live resource list is stacked with org_system, organization_war, warsystem, combatsystem, arena and weaponsgraveyard, sitting alongside a full economy of banks, dealerships, garages, an MDT and a casino. The population is real and growing. The parts that should give you pause are further down, and there are a few.

/ Getting in

Open. No whitelist, and no out-of-character application of any kind. The server reports sv_appearAllowlisted=false and sv_enforceSteamAuth=false from its own info endpoint, and it runs register, character-creator, new_spawn and tutorial resources, so onboarding happens entirely in-game. Expect a queue at peak. Otherwise: click connect, build a character, spawn. There is no website. None appears in the FiveM feed or the server's own variables, and liberty99.com is an unrelated parked domain. The Discord at discord.gg/l99 is the only front door, and it is where you should check the rules and any age requirement, because no age gate is documented in any source I could verify.

/ What you will actually do

The manifest tells the story. Around 102 resources run live, and the combat layer is the loudest voice among them: org_system, organization_war, warsystem, combatsystem, arena, safezone, survival, claymore, weaponsgraveyard. Organizations fighting over territory is the point of this place. Underneath sits a proper city stack: bank, dealership, lscustoms, garages, mdt, dispatch, crafting, farmer, delivery_system, races, penthouse, plus lb-phone and lb-tablet. There is a casino (pickle_casinos) and a VIP vehicle system. If you want slow-burn character drama and a hiring queue at the police department, this is the wrong address. / The name is not a launch date

Read the server name carefully. It currently renders as LIBERTY 99 LAUNCHED NOW 14-JUL, and that date is a rolling marketing banner. GTA BOOM cached the identical server, same cfxId, as LAUNCHED NOW 23-MAY. The date simply moves. No verifiable founding date exists for L99, and no one should read the hostname as one. GTA BOOM first indexed it on 14 April 2026, but an indexing date tells you when a tracker noticed a server, not when it opened. Owner and staff identities are unverified. So is the store URL: a tebex-Liberty99 resource runs live, so the server is monetized, but both plausible store addresses refuse verification.

/ One honest caveat

The only detailed first-hand account I could find is not flattering. Writing in May, the blogger Kabalyero described a city that looked intact but felt completely lifeless, with no ambient pedestrians and no NPC traffic. He found a bus job, drove a route, and picked up no passengers. He was repeatedly run over by another player, and watched ban notifications scroll past while he explored. Whether the absent NPC traffic is a deliberate performance choice on a 2,048-slot server or a temporary state, I could not verify. It is one account from one evening. It also fits a server tuned for player density over ambient life.

Come here if you want an open door, a crew and a fight tonight, with no application and a few hundred people already online. Skip it if you want ambient city life, a verifiable track record, or serious RP where consequences stick.
