LISBOAAA ROLEPLAY is one of the biggest GTA RP servers on earth, and also one of the most closed. Connect to cfx.re/join/pgab938 on a July evening and you will find somewhere between 1,600 and 1,800 players in a 2,048 slot city, enough to put it third globally in FiveStats' ranking. It is Brazilian Portuguese (pt-BR), it runs on vRP, and its subject matter is favela and street roleplay rather than the police-procedural material that dominates English-language servers. The catch is in the name. "WL FECHADA" means closed whitelist, and the server declares it three times over: in the project name, in the live hostname, and in a server variable reading "Whitelist = Fechada / Allowlist". What it does not state anywhere public is how you actually get through that gate. That gap is the single most important thing to understand before you plan an evening here.
/ The vibe
The server's own tags read vrp, br, vrpex, roleplay, LGBTQ+, favelas, otimizado, fps. Those are operator-set, but the resource list backs the favela part up: it ships favelaslisboagroup, lisboa-streetwar, lisboa-drugs, lisboa-deliverydrugs, lisboa-houserobbery and lisboa-robberys. There is a lawful counterweight too (lisboa-pd, lisboa-judiciary, lisboa_legal, plus heyy_mdt and heyy_hospital), alongside ordinary-life scripts for fishing, restaurants, barbers, relationships and an in-game smartphone. Whitelisted, and closed. Discord is the only published route: discord.gg/lisboarp, which resolves to the guild "LISBOA ROLEPLAY" (roughly 160,900 members). No working official website exists, so there is no web form. Beyond that, be warned: the actual application steps are not publicly documented. Whether there is a written form, a quiz, an interview, a minimum age or a referral requirement could not be verified. Third-party "COMO ENTRAR NA CIDADE LISBOA" walkthroughs exist on YouTube, which suggests entry is involved enough to need guides, but their steps could not be confirmed. / The claim that isn't a fact
The server bills itself as the largest server in the world with a closed whitelist, in both its hostname and its description. Treat that as marketing. The population and the FiveStats rank of #3 are real and independently checkable. The superlative is not, and no global closed-whitelist leaderboard exists to check it against. The same applies to the otimizado and fps tags, which the operator sets by hand. Owner Carlos Brian sells the locked door as the product itself, pitching it against cities with, in his words, "zero content".
/ A technical wrinkle
One detail will bite you. The server sets sv_appearAllowlisted = false, so it does not flag itself as allowlisted in the FiveM browser and looks joinable in the list. It is not. The whitelist is enforced through Discord and in-server instead, so clicking connect on spec gets you nowhere. The rest of the stack is current and seriously maintained: FXServer v1.0.0.29753, txAdmin 8.1.1, game build 3095, OneSync enabled, ScriptHook disabled, and 343 loaded resources, most of them in-house lisboa- scripts rather than off-the-shelf paid drops. Monetisation runs through Tebex, including a separate streamer storefront.
/ One honest caveat
Search "Lisboa Roleplay" and you will land on a Portuguese (pt-PT) server at lisboarp.xyz, plus Lisboa Tuga Roleplay and Nova Lisboa RP. Search engines mix these up constantly and will confidently attribute a Lisbon Police Department, Burger Shot, uWu Cafe, "Portugal ping" and 50K starting cash to this server. None of that is verified for pgab938, which is Brazilian and favela-tagged. The Discord vanity lisboarp belongs to the Brazilian guild, not the Portuguese site. If a review describes Portuguese government RP here, it is describing a different city.

Play here if you want a huge, busy, Brazilian Portuguese favela RP city with a deep in-house script stack, and you are willing to do the Discord legwork without knowing the requirements in advance. Skip it if you do not speak pt-BR, or if you need to know what the application involves before committing. The population is real. The front door is undocumented.
