Diamond City is a French-language RP city running one of the larger free-access builds in the francophone scene. There is no whitelist. No form, no interview, no waiting on a verdict in a Discord ticket. Its own site, its Cfx.re listing and its top-serveurs.net entry all describe it as Free Access, and the rules hub makes the same point sideways: the rules are treated as read and approved the moment you join. You connect, you spawn, you are in. Behind that door sits a 2,048-slot ESX server aimed at French, Québécois, Belgian and Swiss players. Third-party detection on gtaboom reads roughly 316 resources built on the ox stack. On the day we checked, gtaboom logged a same-day peak of 1,739 players and a daily average of 892, and top-serveurs.net ranked the server #16 out of 8,759 GTA listings with 2,623 votes that month.
/ Getting in
Base access is genuinely open, and that holds up across every source we checked. The server's own site calls it Free Access. The Cfx.re thread title says FREE-ACCES. top-serveurs.net lists it as free access. The rules hub closes the loop by treating the rules as read and approved the moment a player joins, which only makes sense if nobody is screening you first. There is no out-of-character application to connect and no interview. Connect via cfx.re/join/9oo7mm and spawn. The paperwork in this community exists, but it sits further in, not at the front door.
/ The gang paperwork
If you want an official illegal organisation, gang, family, mafia or otherwise, you file for it. Open a ticket and submit a Google Docs dossier: name and history, each member's nationality and RP experience, a roster with Discord names, a hierarchy capped at five ranks, group clothing, an HQ location with MLO mapping if needed, and vehicle colours as RGB codes. Official groups cap at 30 members and 20 per scene. Prefer to skip the process? An independent group costs 5,000,000 in-game dollars or 300 DC, caps at 13 members and 6 per scene, and there are no refunds.

gtaboom's resource detection reads ESX with the ox stack (ox_lib, ox_inventory, ox_target) across roughly 316 resources on a Windows FXServer. That detection is the basis for the framework call here, because the FiveM single-server API returned a 404 when we checked, so no direct resource dump was available. The content counts come from the server itself: 120-plus imported vehicles, 150-plus modded outfits, 100-plus furnished interiors, three in-house developers and 100-plus FPS. Those are marketing claims, not measurements. The same goes for the advertised police forensics: fingerprints, shell casings and blood traces.
/ How busy it really is
On the day of the check, gtaboom logged 175 concurrent, a daily average of 892 and a same-day peak of 1,739 against the 2,048 cap. top-serveurs.net showed 418 online. Expect a real city at peak and a thin one off-hours, with a wide swing between the two. Ignore the site's own stat block, which cites a 550 peak and 12,000-plus unique players over a two-year window. That is stale copy, and gtaboom's 1,739 contradicts it directly. The server says it opened on 21 October 2021, self-reported and uncorroborated. Discord reads about 66,690 members.
/ One honest caveat
Three things stayed unresolved. Age: no minimum is stated on the site, the rules hub or the Cfx.re thread, so ask in the Discord if it matters to you. Monetisation: the Cfx.re thread claims no pay-to-win and cosmetics only, but boutique.diamondcity.fr returned a 403 every time we tried, and the illegal rules price a group at 300 DC, which implies DC can be bought. We cannot tell you whether the shop sells advantage. Streamers: there is an official Twitch channel and a live hub, but the hub lists no names, so we are not naming any.

The verdict
Come here if you want a French-speaking city you can be inside of in five minutes, with enough population at peak to make the streets feel occupied, and you are happy to earn your position in-character rather than in an application. Skip it if you need a small, tightly whitelisted cast, a stated age floor, or a shop you can audit before you invest.
